Smith is believed to be either Arthur Smith, [1897 - 1972] the WPA painter [see artnet and arprice], or possibly "Al Smith, " a New Yorker, active in painting scenes of boxing, baseball, autopsies, circuses and nudes. A man of mystery, no solid bio appears for A. Smith, however his work is highly sought after and collected.
